Broward School Officials Conspired to Build $395 Million in Unnecessary Classrooms

When the new capital budget for the Broward County School Board was released last week, there was something missing: the money.

The budget, which stood at $3.5 billion a couple of years ago, was slashed to $1.2 billion. And the bulk of that money — $763 million — is going to pay the $2 billion debt left over from the recent school building boom.

It has become clear now that the madhouse construction of classroom additions and new schools in Broward County is coming to a crash that will rival that of crooked Wall Street banks. The School Board's irresponsible and possibly criminal actions have wasted hundreds of millions of taxpayers' dollars and left the district awash in debt

A trail of records shows that it was all a high-stakes game, an orchestrated raid of the public trough. That wasted money was transferred to a favored pool of school district contractors and their lobbyists and cronies. Chiefly to blame are high-ranking officials who knowingly overbuilt schools and elected School Board members who not only failed to responsibly oversee the district but also were complicit in what can only be described as a financial disaster.

School district records show that from 2002 to 2007, the board's budget for school additions and renovations more than doubled, from about $487 million to $1.05 billion. Hundreds of millions of contracts flowed, without public bids, to politically connected local builders like Pirtle Construction and Moss & Associates.

That rush to build has left the county with more than 25,000 empty classroom seats, a number that is projected by the board to rise to 34,800 by 2013. That comes to about 1,400 classrooms. Multiply that by the average cost of a classroom in the district, $250,000, and you get the total dollar amount that the board overspent during the past several years.

It comes to a staggering $350 million wasted on unnecessary classrooms additions and schools.

That's only an estimate based on the known numbers, mind you. The total amount of wasteful construction is likely much higher, as there have been a multitude of smaller projects along the way, many of them unnecessary, done at bloated costs, favoring contractors rather than us clueless taxpayers.

To understand why district officials and School Board members would come to serve contractors over the interests of taxpayers and children, understand that builders largely fund School Board members' campaigns. Pirtle, for instance, hired lobbyists Neil Sterling and Barbara Miller, who not only raised huge amounts of money for the board members but actually ran several of their campaigns.

On top of that, School Board members love to brag about new schools in their districts. They just failed to mention these past few years that the projects weren't necessary.

They fed the machine — and played the public for suckers. The district overlords didn't just spend money they had on hand but they also borrowed huge amounts of money.

Financial records indicate that the School Board's $2 billion in debt was raised through certificates of participation, which are similar to bonds but can be issued without voters' consent.

The new District Education Facilities Plan, issued July 14, clearly spells out the damage done. Over the next five years, the School Board will spend $763 million in debt service alone. That comes to 60 percent of the capital budget through 2013-14.

It's a dire situation, and it never should have been allowed to happen. State-mandated checks are in place to prevent calamities like this, but they were simply thwarted and ignored by the district officials and board members.

School construction, for instance, is supposed to be based on in-depth population and student-count studies known as "plant surveys." Those surveys are required by state statute to be updated every five years.

The Broward school building frenzy was based on a survey completed in 2001, when classrooms were overcrowded and great population growth was forecast. But when that survey expired in 2006, the trend had already changed, seats were empty, and the county's population was beginning to decrease.

A new School Board survey would have shown this and prevented the building of hundreds of millions of dollars of unnecessary construction projects. Instead, the School Board in 2006 violated the law and simply re-adopted the old survey. It did the same in 2007 and again in 2008.

For three years, the board kept the gravy train rolling, building and borrowing based on an outdated and useless survey. And the state sat by and allowed it to happen even as top School Board officials clearly knew the new construction wasn't warranted or justified.

Again, proof of purposeful deception can be found in public records. During a project management meeting on September 25, 2007, at the height of the building frenzy, Michael Garretson, deputy superintendent over construction and facilities management, explicitly ordered project managers to rush through building plans before a new survey was done.  

Garretson, according to meeting minutes, told staff that new schools and classroom additions "need to be bid because of the new state survey which is due the last of October, which will most likely remove all of our capacity additions," according to meeting minutes.

It's clear that Garretson told his troops to push through the construction projects before the truth came out that they weren't needed. Garretson didn't respond to calls for comment.

    Hopefully, the Florida Department of Law Enforcement and the State Ethics Committe are already looking into the allegations that have led to disaster in the school system and are forcing the parents of children in Cooper City to look for alternatives to public schools due the upcoming busing of their kids to schools outside of their neighborhoods.

    Bob, seriously, you need to investigate Heron Heights in Parkland and the garbage that the school board dreamt up to push kids from extreme east to extreme west in order to get that school opened. You won't be disappointed, I promise...

    Dear Bob, Living in Country Point Estates in Parkland, 2 mi. from Riverglades El., w/ bus service for years, has been fine. Suddenly, what w/ TAZ and ILA, etc., and 1/3 mi. west of 441, our community now suddenly is bused 6 mi. west and north to Park Trails. All because Cypress Head considers Riverglades their private school. Residents like ex-mayor Bob Marks, and city commissioners, PTA members of Riverglades, etc. run Cypress Head and Riverglades. Apparently at this point, probably most of Riverglades's students are Cypr. Head students. The mystery is, why is no one going to Park Trails FROM Cypress Head when Cypress Head butts up against Park Trails, is near Coral Park Elem., Country Hills Elem., Eagle Ridge Elem., and yet my community has to be bused past FOUR elem. schools to get 6 miles to Park Trails? Thank you for your time in checking out this serious waste of taxpayers' time and money that went on last year through the farce of "meetings, town halls, etc." Now, the state, county, city, etc., are going to enact, through the city and School Board, what all of us said to do last year, before paying for more buses and causing chaos in our lives.     This is exactly why the boundaries were rushed through out here in Parkland...to cover their butts for building a school that was now going to make the two existing schools critically underenrolled. This is why the ILA here was made with the stipulation of not counting portables when the state clearly allowed for that. It would have blatantly shown we did not need this school or many others I'm sure. I think they knew that from the outset.Now all of us who are within biking distance of Riverglades were boundered out. The school board and their employees sat right there and told us we were had no idea what we were talking about when we could clearly see our numbers declining, our side of town built out, and the number of foreclosures and for sale sounds all around us. It is why the mayor told me basically to shut up and be grateful that my kids were staying in Parkland schools, that his children had to change schools so why the fuss? Oh yeah, because the new school was being built in HIS neighborhood and all of their friends would be attending as well. I'd love to know how many politicians here were part of this bamboozle... We knew this fiasco would jam Holmberg even worse in the mornings and were told a traffic study was completed, when in fact, it wasn't. Lie after lie after lie. So now Riverglades has dilapidated and closed basketball courts that cannot be repaired for who knows how long? We all knew we were getting screwed and that our kids were paying the price..ripped from their community and friends just to make it look good to the outside eye. What I am learning in my old age is that nothing is done for the good of the community, kids, etc. it's all about the greed and the money. I hope they all go down in handcuffs.

    I can relate to this. Heron Heights in Parkland was rushed and I do mean RUSHED through last year. Boundaries were gerrymandered all over the city in order to push kids into the western schools in Parkland, as it became obvious that there was going to be so much capacity that it's ridiculous. The result? Two schools with PERMANENT class-size reduced capacity of 2276 with enrollment of about 1540. And declining enrollment at that, as K-2 grades are much smaller than 3-5, people are fleeing the Chinese drywall neighborhoods in droves, and there is one development being built right now with several others pulled from the plans. WAY TO WASTE MONEY, IDIOTS!

    'Unreal'! 'How can they get away with it!' 'What were they thinking!' Why is anyone still surprised when government - whether the Feds in DC; any State in the Union; any county in any state; or any city anywhere - shows signs of corruption and an inability to properly care for the taxpayer's money? Never in its history has American government at ALL levels been so horribly corrupt and inept. Both parties are doing nothing but playing a game with the populace as they trade off the White House and Congress every decade for a new round of theft and abuse. More than $23 Trillion has been given to international bankers in only the last 9 months. No one can account for it. Some people think DC wants to run the healthcare system because the government 'cares' about the people. The ONLY reason they want to run health is because it will make a great new fat, rich pie for both parties to dig into and steal. Sure these 'educators' have stolen without mercy. Just look at how they teach children, and the malfeasance of the education system. They commit theft and assault each time they graduate a kid who can't add and subtract and read. Is it any surprise that they also commit theft whenever the opportunity presents itself??

    This has been going on in Hollywood for a long time amid denial from Hollywood Commissioners.They know that there are fewer and fewer students, the schools can't afford text books and other supplies, but have pushed for 4 new or rebuilt elementary schools, Orangebrook, Lincoln Park,Colbert, and Oak Ridge at the same time that 400 teachers are getting cut. Is this supposed to earn campaign points for BEAM FURR so that he can run for mayor. Is this a testament to his responsible approach to spending taxpayer dollars? The FEDS are cummin'! The FEDS are cummin'!

    Scandals of this calibre are the lowest. Our poor school districts remain suffering while fat cats count their bucks. When and how will we ever have enough watch dogs to catch on to the aims of greedy crooks who lurk behind governmental sheep's clothing. (There are too many animals involved in this paragraph! We need a zoo to cage them all!)
