Miramar Police Capt. Juan De Los Rios turned himself into authorities today after being charged with lewd or lascivious conduct on a child younger than 16.
The 28-year-veteran of the force is accused of confronting a teen couple that was sitting in the back of a car back in January and asking them if they were having sex. When the 15-year-old girl responded that they weren't De Los Rios allegedly forced her to "remove her pants and underwear so he could 'see' if she had had sex," according to the Broward State Attorney's Office. The girl also reported that he forced her to pull down her shirt so he could "inspect" her breasts for bruising.
According to court documents, De Los Rios approached the car in uniform on January 18, "crossed his arms and leaned against the window" and looked at them.
"Well, are you having sex? What are you doing here" he allegedly said.
"No, no, no, officer. No," the victim told him. It was at this point De Los Rios said he needed to "check."
"Check what?" she said.
"I need to see inside," he responded, according to the girl. He gestured in between her legs. "I need you to pull down your pants." He then allegedly forced her to "open it," meaning her vagina.
"No anal sex? No sex in general?" he asked.
She said no, and, after he allegedly forced her to pull her shirt down as well, he sent them on their way.
On January 23, the victim told her sister, who then told her mother, and by the end of the week police were investigating. De Los Rios is now being held on $30,000 bail and faces up to 15 years in prison. The full narrative is below, if you're really that curious.
