A woman who lost her son in a 2009 car crash that took the lives of three Coral Springs teens is now suing the city, claiming the municipality's botched maintenance of roadways led to the high-schoolers' deaths.

Naomi Concepcion, mother of Robert S. Nugent Jr., is demanding money from Coral Springs and Fence Masters Inc., according to a lawsuit recently filed in the Broward County Civil Court.

Nugent, along with his friends Sean Maxey and Anthony Almonte, died on November 15, 2009. Maxey got into a minor car accident on University Drive but lost control of his car and spun into a canal immediately after nudging the fender of another vehicle. The three teens, who were celebrating homecoming that night, drowned. One passenger, Evan Sinisgalli, survived.

Concepcion claims that the water body along the drive used to be blocked off by a rock wall. The city replaced the wall with a guardrail in November 2008. Concepcion, according to the suit, claims that there was a gap in the railing. This space allowed the car to careen into the water, the suit argues.

Also, Fence Masters' design didn't comply with the latest state regulations, creating "unreasonable and foreseeable" risks that could have been avoided, the filing claims.
