Justin Bieber Was Allegedly Caught Smoking Weed Before Paparazzo's Death

You probably saw the tragic news that paparazzo Chris Guerra was struck by a vehicle as he crossed the street in an attempt to snap a photo of who he thought was Justin Bieber, pulled over by cops.

Except Bieber wasn't in his Ferrari, it was his protege Lil Twist who'd been driving the car. Bieber was nowhere near the scene. 

TMZ reports that earlier in the day, Guerra spotted the cars of Bieber and Selena Gomez, who were expected to be vacationing in Mexico, in Beverly Hills. The thing was, he also said he saw the Biebs puffing from a pipe while driving. While a Bieber rep expressed regret about the incident, he didn't address the pot smoking allegations. What's weird though, is how Miley Cyrus and Bieber responded to the death.

Hannah Montana blamed the deceased by posting the following three tweets:

It is unfair for anyone to put this on to Justin's conscious as well! This was bound to happen! Your mom teaches u when your a child not

This doesn't even make that much sense, especially given that Guerra was

asked by the cops who pulled the car over, multiple times to back off from

the vehicle. Stop getting "political" and judgmental, rich famous people, just offer some sympathy for the guy and his family. Then, maybe we'll have a little more for you guys.
