Frances's rescue happened by a random encounter. A woman noticed the dog alone and restrained in the stairwell of a vacant apartment building in the Little Haiti area of Miami, Roman said. The emaciated pooch caught the good Samaritan's eye.
Frances, a boxer-American bulldog mix about two years old, was plastered with ticks and imprisoned by a hefty chain hooked to a door jam.
"This was a heavy duty rusty chain with a padlock around her neck," Roman said. "The chain you could pull a car with."
Representatives from 100+ Abandoned Dogs of Everglades Florida arrived, forced the chain off the door, and brought the dog to a veterinary office in Fort Lauderdale.
After eye surgery Thursday, she's is being showered with full-time affection from volunteers, and is going to be up for adoption.
She's now doing wonderfully, Roman said, wagging her tail and enjoying hand-fed nibbles of chicken.
