That's the photo that instantly became the metaphor for the Broward County corruption scandal. The Gallagher family on their way from the courthouse, clasping one another, a cameraman in their midst. At first glance, that cameraman look likes he's running with the family -- that he's a Gallagher.
Or that he was Photoshopped into the frame by some joker. After all it would not be the first time that the image editing tool was used to integrate an otherwise racially homogeneous picture, as you can see on this website, in which Toronto's Fun Guide added some diversity to another family:
